VC Appointments: WB Govt & Governor Reach Agreement | The Legal Observer

West Bengal Govt and Governor agree on 8 new VC appointments. Supreme Court to decide on the rest in-chamber.


The ongoing tussle between the West Bengal Government and the Governor over university leadership sees partial resolution as the Supreme Court steps in.


In the matter concerning the long-standing dispute over the appointment of Vice Chancellors (VCs) in West Bengal’s state-run universities, the Supreme Court was informed on Monday that the State Government and the Governor have reached a consensus on the appointment of eight additional VCs.

A bench comprising Justices Surya Kant and Joymalya Bagchi presided over the hearing. During the proceedings, it was brought to the Court’s notice that both parties—the West Bengal Government and Governor C.V. Ananda Bose—had agreed upon the names of eight more candidates to head various universities across the state.

This development comes as a significant breakthrough in an otherwise prolonged constitutional and administrative standoff that has impacted the functioning of higher education institutions in the state.

However, not all issues are resolved. The Supreme Court made it clear that the remaining VC appointments—for universities where no consensus has been reached—will be considered in-chamber. This means that further deliberations will take place privately between the judges, without public courtroom arguments, likely to facilitate a quicker resolution.

The disagreement between the State and the Governor had earlier raised questions about the autonomy of universities, federal governance, and the scope of gubernatorial powers in state education matters. This case, now partially resolved, may set a precedent for Centre-State relations in the management of educational institutions.

The matter is scheduled for further hearing after the in-chamber review.
