Enrolled as an advocate with the bar council of Goa and Mahaharashtra in 1995, Panagam started practice with senior advocate Ferdinho Rebello. Practicing exclusively in the high court of Bombay at Goa, he has appeared in various matters involving constitutional issues, environmental, taxation, service matters. He is the standing counsel for the Medical Council of India,Goa State Election Commission, and economic development corporation (EDC).
He has completed three years as Advocate General (AG) for the State of Goa after his appointment to the post on June 10, 2019. He has led the State in several legal battles before the High Courts and the Supreme Court of India
